i've heard the 'smearing' on black saabs before, I can't recall what the resolution was. A search of the BB or the archives will turn up something.
If it was my car I'd probably start by going over the whole thing with Acrylkleen , a paint, wax and grease remover made by PPG (dupont has a good one too, can't remember the name though). available anyplace you can buy auto paint supplies. then i'd 'cut' it with a mild finishing compound, again, i like PPG products, DX 10 is a liquid that will cut your paint nicely. you can do it by hand, but you own a black car and you sound particular, i'd invest in at least a cheapie 6" electric buffer, get bigger and better as your budget allows. Oh, then find somebody elses car to practice on first :D I'm teasing, you would have to be a real hamhander to do much damage unless you have a pneumatic 10" buffer. You can do it by hand, but it's a loooooot of freaking work unless you have a large family.
you'll make a mess at first, but pretty soon you'll figure out what works, or i'm sure there are tutorials online on how to buff a car that can explain it better than I. just remember 'less is best' when using compound and a buffer, part of the compounding action is the heat generated from the friction; too much compound and it never gets warm, and talk about a mess.
somethings on/in your paint that isn't letting it wax up right, probably just normal oxidation, but depending on where you live, pollutants, 6 years of road grime, lots of things out there to attack paint. You could probably get by just by buffing out the car and not wiping down the car with wax and grease remover first, but I wouldn't *%&$ around, just do it to make sure. you'll find that either one of those products make great bug and road grime remover.
BTW, I think the difference in the silver and black you're noticing is the silver is a two-stage basecoat/clearcoat, which maintains a deeper gloss longer (but is a drag to spot repair), the black is a single stage enamel.
I had to repaint the top half of my silver 9K, the clearcoat always burns out in the california sun on silver from the reflection of the metal flakes.
I ramble. Short version, I think your paint is oxidized and or contaminated and needs to be cleaned and buffed :) hope that helps
