If the car is running hot all the time, even when cruising on the highway, then replace the engine thermostat. It's a wear item, and I recommend replacing them every 3 years, when you flush the coolant (you have flushed the coolant, haven't you?) Get yourself a cooler engine thermostat, 82C - it won't hurt your heat in the winter, and the engine will love you for it.
If the engine temp is OK cruising on the highway, but goes too high when stuck in traffic, replace the radiator fan thermoswich with a cooler 82C model.
