ACC Pin #23 (for A/C) has no voltage

My 86 9000's A/C compressor is not working. The problem is that the ACC has no power to the time relay from Pin #23. It gave a voltage reading of less then 1 volt. If I press the "Econ" button, it actually read slightly more than 1 volt. I ran the self test on the ACC and it gave a code of 0, meaning no problems with the ACC. Any ideas why the ACC has no voltage for Pin #23? Any easy fix for this problem?
My temporary solution is to pull 12 V from Pin #18 to Pin #23, but of course, the "Econ" button won't be able to shut off the A/C.
