The hooter valve only makes a noise when you let off the gas while boosting such as to shift. The idea is that the turbo is still spining and making pressure but the throttle is shut so the pressure has nowhere to go. The hooter valve lets the pressure blow back into the the intake plumbing preventing it from building up and slamming back into the turbo wheel. I've never really been able to hear the "hooting" noise on my car.
The noise you are hearing during steady-state boost is probably good old fashioned turbo while. The turbo spins at very high RPM and can make a whining noise which isn't really good or bad. It's just there. Some turbos do it more than others and excess noise can indicate bearings on the way out.
Do make sure that you don't have a vacuum leak though as this too can create a whistling under boost. Make sure all the small vacuum leads coming off the intake manifold hold vacuum when you suck or blow on them. A common trouble spot is the charcoal cannister, which is hidden in the inner fender and has a line going to it from the manifold.
