Since you have done the switch there are 3 other items to check. The low speed fan fuse, low speed fan relay, and the low speed fan resistor. Will the fan run if you jumper contacts 30 and 87 in the low speed fan relay socket. The contacts are numbered on the relay. If the fan runs it's the relay which is a common type avaliable at auto supply stores. If the fan doesn't run and the fuse is good then it is the fan resistor. You can check it with a multimeter, any cheap one will do, the resistance from contact 87 of the low fan socket and ground should be 1 or 2 Ohms, also you should have 12 volts at contact 30 in the relay socket. Check the gold low speed fan resister on the fan bracket it is 0.2 Ohms, 50 watt. They are known to fail and can be obtained from Newark and other electronics supply houses. Use silver solder when replacing the resistor, ordinary solder can melt or other wise fail from the heat generater by the resistor.
