Probably not.

The vacuum switches are part of the cruise control system. If you press the brake or clutch pedal, it should kick off the cruise control. The brake one is working right, from the sound of it. If your cruise control isn't working, fix the clutch pedal one.

Cruise control can affect boost, but not because those switches are bad. You will be in base boost IF cruise control is ENGAGED. That means the CC is actually controlling speed. Just having CC ON, but in coast mode, for example, and you should have full boost.

It's the other brake pedal switch that matters. That's the switch that turns on your brake lights. That same switch sends a signal to the APC to put you into base boost if the brake pedal is pressed. So if the APC *thinks* the pedal is pressed, you'll be stuck in base boost. There is an easy test for this - walk around and look at the back of the car. If the brake lights are on and nobody's pressing the pedal, you have a problem with the switch. If the brake lights are off with nobody pressing the pedal, but they normally otherwise work, that switch is OK.

Easy first steps - pull the connector off the APC solenoid, and with a meter, measure voltage between the two pins on the connector with the engine running at idle. You should get 12 -13 volts. If you don't get voltage, measure between the hot lead (red?) and chassis ground and see if you get voltage. If you do, then find out why the low side of the connector (black wire) isn't attached to ground like it should be. Remember, you need a ground return.

If you don't get 12-13 volts, then start working your way back to the APC box - I've seen the problem being a loose connector on the APC box.

What if you do get 12-13 volts, but still have base boost? Try this - plug the connector back into the solenoid, but carefully peel back the back of the connector, and measure the voltage again. You want to be measuring the voltage with the connector connected. If you get 12-13 volts, but still get base boost, then you've got a bad APC solenoid. However, if the voltage that was 12-13 drops down to 2-3 volts when you plug it into the solenoid, then you've got a dirty connection in the system. Measure the voltage between the chassis and the black wire, and if it's more than a volt or so, trace it to clean up the ground connection.
