Gentlemen,the plastic black/white canister(part #8323362) is a vacume limiter it limits how fast the vacume builds to the device it's connected to.Ford was the first to introduce the device in the late 1960's ,when Saabs used the Germany Ford V4 cylinder motor in the 95,96,and 97 models-before the 99's.It is used on a ported vacume port on the throttle body.A ported port is one that is not uncovered by the throttle at idle but is when the throttle is opened,this allows it to have no vacume at idle but it does have vacume/boost at speed.This allows base timing at idle and when under steady loads maximum advance for excellent gas milage and the retard when under boost.Placed the way it is it allows very fast retard in boost and advance to build slowly when on the highway but drop off quickly when acceleration is done.Hope this helps,and it is very important to have the advance there for good mileage.
