The wires in the top of the reservoir are for a low fluid light. There is a float switch built into the cap. When the level gets low, the switch closes, and the light comes on. If you disconnect the wires, the light will not come on. If you touch them together, it will. The same is true for the windshield washer fluid level.
I'll check my Hanyes manual on the fuel sender, but I'm pretty sure it's accessable from the trunk the same way as the fuel pumps are. Remove the fixed floor panel, and you'll be staring the the top of the tank. I doubt there are any special tools. The usual warnings apply anytime you work around fuel - don't smoke, don't weld, don't juggle flaming batons. Keep a fire extinguisher nearby. But it's really no biggie.
I notice the same issue with the ACC as you do. Interestingly, I put a stick-on thermometer onto the dashboard. I set the temp to 70, and by golly, the thermometer was reading 70, even though the air coming out the vents felt cool. Remember, the system tries to control the cabin temperature, and if it thinks it's 70, then it'll drop the air temperature coming out to make sure it doesn't get warmer than that. Air blowing on your skin, especially dry winter air, will feel cool.
When you first get into the car, the cabin is cold, so the ACC blows hot air to warm things up. But once the cabin is at temp, it may actually need to blow cool air to achieve the temperature you want. This method works well in a house with big rooms, but in a car where the cabin is pretty small, it's hard to move air around without having warm and cool spots, and without blowing air on your skin.
