How often does your dad drive the car? If only once a week or so, there could be some circuit drawing a bit more current than it should be, causing a dead battery. Normally, if the car doesn't crank at all, but makes an attempt to do so on the first turn of the key, I'd look to the battery. Now as to what's causing the battery to be low, could be the current drain, or, if the car is driven regularly, the alternator may not be charging it properly while the car is running.
If at times when he turns the key, he either hears a click from the engine compartment, or nothing at all, then you would look to the starter solenoid in the first case, or the electrical portion of the ignition switch in the steering column.
How long has this shop been working on cars?? The Saab isn't anything special in the starting department, anyone with a working knowledge of automotive electrical systems should be able to fix it. Though, you like to go to a shop that doesn't just guess and keep throwing new parts into the thing until it's fixed...
