If ABS fails is there still 4 wheel braking? 89 9K CDT

My ABS light has come on after moving the ECU to replace the clutch master cyl. The manual says under brake bleeding that there is a separate master cylinder for front wheel conventional braking. Is that all that works with an ABS malfunction?
