Check the wiring at the starter itself. When my car had this problem, it turned out that the insulation on the wire that provides +12V to the starter solenoid when you turn the key, had all disintigrated. For some reason unfathomable to me, the main starter power wire, which is always hot, has no insulation whatsoever for several inches after leaving the starter. So, I had an always hot wire, which then came into contact with the starter solenoid wire, and presto, starter running full time, even with the key out! The only thing that stopped it was disconnecting the battery! Man was THAT scary.
Fortunately, the only permanent damage was to the starter itself, which even after I repaired the wiring problem, did not work.
But, the switch is really quite easy to replace. You just need a very small allen wrench and it will come right off the column. The hardest part is getting the electrical plugs off and back on...
