Yes It's a common occurance I believe. It happened to me soon after I bought a used 90 9KT. The dealer claimed it was the ignition switch, which It may well be in some cases. But mine turned out to be a real puzzler. To this day I do not know where the voltage disappears to between the battery and the solenoid. Each link seems to be fine, but when I turn the key, there is only 7.5 volts at the solenoid (obviously not enough to pull it into action.) Everyone blames the starter and solenoid for this but the problem is in the wiring (somewhere). I found a solution to the problem by putting a 30 amp fuzed line directly from the battery to a heavy duty pushbutton and then to the solenoid. Now I turn on the ignition as usual, if it doesn't start, I hit my "hidden" starter button and away we go. Just like starting a '60s era Jaguar MKII. The plus of this configuration is it's a neat anti theft device since no one can steal this car, (the normal start position NEVER works anymore) and on the down side, if your key isn't on you can crank the engine till the battery flops. If it stalls you always have to reset by turning ign. all the way off and then on just like Saab intended, otherwise the DI/ Cranksensor gets confused and it missfires.
You'll get several responses to this since it's a common thing, and there will no doubt be a few that pooh at my fix, but it works and it only cost $3.00. at Radioshack.
