Seems very unlikely than to me that the turbo just "died", esp. without any smoke coming out of it. I'd check these things:
First confirm that the turbo is indeed OK by taking off the intake and spinning the turbine shaft, looking for any side-to-side play. If this is okay, than the turbo may be fine:
Trace all vacuum lines in the engine, make sure that they connect to the proper places (my 93 has a diagram on the right wheel well top, dunno about a 91). If any appear hard, brittle, or cracked, replace them either with stock rubber hose, or get silicon vacuum hose for a cooler look and longer life.
Check the BPC valve (the thing above the radiator with an electrical connection and 3 big vacuum hoses leading into it). First check condition of the hoses, than test the valve itself either by measuring resistance or unplugging it and seeing how boost is effected (there are full instructions on the board, just search for BPC).
Check the wastegate operation by getting under the car and trying to move the wastegate rod (also more details on the board).
This is just a short list of stuff, search past postings as there is a lot of info on troubleshooting low boost, which it seems like you have.
