Don't know what engine you have - which capacity (2.3 presumably) and is it a full turbo or low pressure? Try searching past posts - there is masses of information on this subject and (especialy if you are new to Saabs) you will learn lots. Usual suspects are vacuum leaks in lines or "hooter" valve, which you can check for, or the BPC solenoid valve, which you can replace (borrow a good one and try it first, as they are still quite pricey).
On the face of it, sounds as if you are only getting base boost (about twelve-thirty or one o'clock on the boost gauge). Electrical faults can fool the ECU into thinking you are on the brake pedal, or using cruise control, and both these states will restrict you to base boost but I reckon the solenoid is the first thing to try.
If you have a low pressure turbo setup you can add the extra bits to give more testosterone. One other thing - is your car an automatic? If so, boost is limited by design - but it should still move pretty fast if a full turbo in good fettle.
