I assume that replacing the system fixed the problem. If so, that indicates a failure of the ACC unit itself.
That's pretty uncommon. Most of the failures are mechanical. The usual failure of heat on all the time is a broken heater flap arm - a plastic arm by the heater core. Next most common is the wire to the plastic arm falling off. I've seen the servos that drive the arm die. But I've rarely seen the ACC unit itself die.
My guess is that the drive transistor for the heater valve solenoid died; I doubt it's a solder joint. The good news (for the rest of us, anyway) is that this is an uncommon problem. Perhaps others will differ.
