you said it, cheap to buy, but the repair costs can be tough to swallow sometimes.
*IF* your transmission were toast, I would say you might think seriously about moving to something else, but if you're on a budget you won't find much you like new after being in a 9K for awhile. I mention this because it *sounds* like you're experiencing the not atypical symptom of blown governor seals in the trans, a pretty easy and cheap (200.00 if someone else does it) fix. If the car shifts manually OK, but doesn't shift itself right, then that's the most likely culprit. do a search on the BB and you'll turn up LOTS of info/data on that one.
Verify the waterisn't doing somewhere else. I would guess since i've never seen it that coolant leak into the exhaust side of the turbo would cause lots of steam from the exhaust...is it doing this, or does it go into the intake side?
some of the fixes you mentioned (front end, brakes etc.) are NOT very tough to do, you may consider taking those on yourself. Regarding the engine needing a timing chain and the overall mileage, why not line up a known good used engine, run the one that's in the car until it DIES, then stomp the used one in? if the car looks as nice as you say, that's usually the side that gets neglected on cars and it is VERY expensive to have good paint and upholstery work done.
just some things to consider. A used car is always cheaper to keep running than a new car.
