2 things which have been discussed on this board to cause the "clicking" from the solenoid, which goes away when brakes are pressed:
1: Bad knock sensor making engine "hear" knocking and modulating the valve to compensate (only would apply to older cars with knock sensors, I.E. non-trionic).
2: Bad Turbo Pressure sensor incorrectly thinking that there is boost and modulating the valve.
I don't know how to solve other than trying replacing these parts, search past postings to see if anyone else had ideas.
