I didn't have a problem with loose headlights, but I needed to remove headlights to gain access to something else. I noticed that the adjusting screw (or screws, I can't remember exactly) has a ball and socket fitting (or something like that) to allow the adjusting screw to turn and move the headlight assy. The plastic socket that the screw fits into was damaged, so that it was crushing the plastic slightly. I disassembled,then carefully reassembled the screw into the plastic socket. It should kind of "pop" into place. Perhaps this is your problem. Good luck.
