The car definitely was not performing correctly before you adjusted the wastegate and tweaked the APC. Stock, max boost should be about 3/4 through the yellow or so, maybe 7/8. In my '87, the line between yellow and red corresponds to 12 psi.
The APC solenoids are far less prone to failure on the 2.0l 9000s, though not unheard of. I would more suspect a vacuum leak than anything else. Replace all your vacuum lines with silicone for starters.
As an experiment, unplug the electrical connection at your APC solenoid - this is located on the driver side of the radiador by the ignition coil, has a two wire electrical plug and three vacuum hoses coming off it. Then go for a drive. If your max boost is unchanged, the solenoid itself could be bad, or your APC could be bad as well.
Definitely fix the problem first, before looking for more power!
