If you're getting full boost and the car runs great, a vacuum leak is unlikely. In my car, the only time I could ever hear the turbo bypass 'hooter' valve working, was when it had a ruptured diaphragm. At that time, it produced exactly the sound you describe, in the same circumstances. Mine must have gone in a big way though, as it was quite loud and audible even with the windows up. :) That plus, after coasting down a long hill (ie lots of vacuum) and nailing the throttle, the car would bog heavily and would take several seconds before boost started to build up again.
You may have just a small leak in your diaphragm. Or, maybe this is just normal for the 2.3l engine and not for the 2.0l?
