The AMM and O2 sensor have been the biggest causes of low mileage in my '87 9000T, each accounting for 2-3 MPG on the motorway at cruise. Also do the other usual items - spark plugs, distributor cap and rotor, wouldn't hurt to replace the plug wires if they're original. Also have the fuel filter replace if it's never been done.
All that said, if your car is not a turbo, I should note that I recently had a loaner car in the form of an '88 9000S automatic. I noticed it got worse mileage on the motorway than my car did when it was an automatic (in stock form, cruising at 60 mph on flat roads, could get around 28 mpg).
Of course now it's all thrown out the window since my car was converted to a manual trans, and have put on a aftermarket high performance ignition, and several other fuel system mods. Now cruising at 60, I can get 34-35 mpg..
