Lots of possiblities -
First, make sure you have no vacuum leaks. Check all hoses, especially at the ends. Pull the right front turn signal assembly off, and look inside the fender. You'll see the charcoal canister - make sure the hoses are all in place - they like to pop off, especially on turbos.
Silly one - make sure the throttle is closing all the way. Depending on year, there are throttle switches, dashpots, and other goodies that determine how the throttle closes. If it doesn't close all the way because of an adjustment or something is just sticking, that could be your problem.
After that, you may have a sticky AIC valve. Doubtful, as the symptom there is poor idle, not high idle.
