Just failed smog...Some help...

Just failed the semi-though CA smog test on my 88 9kt. The car runs perfect, but the NO levels at 25mph are pretty high. Also the HC level at the same speed is a touch high. The measurments at 15mph are good. It was extremely hot today and I wonder if that has something to do with it. I went twice and came back with different levels, but both fails. When I went to my mechanic he insisted...A) It's a hot day and you're running the wrong plugs, NGK7, way too hot he said. Should be using the 6 series...B) I have magnecor's 8mm wires on a stock coil, way too much resistance. C) My timing's off a bit. D) I have the rebuilt AMM, not the new one and they're differrent. The rebuild one has a different chip inside than the new one. I haven't heard that one before. He said if I tried to have it smoged when it's cool, in the moring, I'd probabaly pass if I replaced the plugs and checked the timing....So, what would be causing the high NO and HC levels at speeds above 20mph? I can buy the heat thing, but not sure how that would affect everything.
Also, before I left he gave me a pill. At first I though it was a Flinstones chewable. He said (nothing to do with the smog) drop it in your tank, fill it with premium and go have some fun. It raises the octane to 120. Should I try it?
