For 1995 and newer 9000, the temperature gauge is controlled by the EDU, not connected to the temperature sensor directly. The temperature gauge stays at the middle for coolant temperature >80C and <110C. Try replacing the temperature sensor first, it's a very inexpensive part, even from the dealer. I got mine from the dealer for $15. You can change it without draining too much coolant if you're fast. If there is poor contact on the sensor connector, the temperature gauge will read low also.
