Erratic idle

I have read trough many posts about similar idle problems, but didn't find many clear cut solutions. When I first start my '88 9000T when the engine is completely cold, it struggles to stay running for the first 1-2 minutes. The RPMs go up and down rapdily between 1500-1800 RPM down to near stall revs of 200-300. If it stalls it usually does it after a few of these oscillations. Like I said it usually does this for a minute or two, getting more and more stable with less RPM variation as time goes by.
Some other minor problems with the engine performance that may or may not be related -> I get very poor Turbo performance from this car. The APC gauge pretty much lives in the lower yellow zone. It never drops down into the white, even at idle. And under hard acceleration it barely touches the orange and has never gone significantly up into the orange. The only other performance problem is under moderate to heavy acceleration it sometimes sputters and I lose all acceleration power for 2 or 3 seconds and then its fine again. I suspect this is spark plug/cap related and plan to replace them.
