Its clearly not the dump valve because that works sometimes and wouldnt be sensitive to "uphill"
Did you check the "check valve"?
Did you verify you have no vacuum leaks to or from the dump valve and throttle body? I don't want to state the obvious, but limp home results when the vacuum at the throttle body diaphragm disappears. Usually the dump valve causes this in response to the tcs ecu detecting some kind of problem. However it can also happen because the turbo is producing a pressure greater than atmospheric when the engine is loaded. Therefore saab puts a check valve in the line to keep this pressure from defeating the vacuum at the throttle body diaphragm. Under these conditions, any leak in the line to the throttle body diaphragm will bleed off the vacuum also.
Since your problem is intermittant, you won't be able to measure any irregularities at the ecu connectors. So you may be stuck with getting an ISAT diagnosis.
