Two possiblities come to mind - a stuck AC clutch, or a fused AC relay. The AC relay carries a lot of current. If the contacts were to stick together, the AC compressor would run all the time. The other possiblity is the AC clutch has stuck closed.
Pull the AC fuse - the big 30 amp one. If the AC clutch stays engaged, then the clutch is stuck. Replacement is all I can think of to fix it.
If the clutch disengages when you pull the fuse, you're going to have to check out the AC relay. Pull the relay, and with it disconnected, measure the resistance between pins 30 and 87a and 30 and 87b. If either one is low resistance, then the relay is stuck closed. (one drives the fan, the other the AC compressor).
If the relay checks out OK, then you'll have to dig into the wiring to see why the AC relay is being commanded on all the time. I don't have the schematics for an '86, so I can't help you there.
