You could jumper the switch, and see if the relay pulls in and the fan comes on. If that happens, you may assume that the fan switch is bad.
THe case of the fan switch is interesting. Power is connected to pin 86 of the fan relay, and pin 85 connects to the switch, and the switch to ground. THe switch provides the ground for the relay coil. So you could just jumper pin 85 of the relay to ground, and if the fan comes on, then the problem is in the fan switch or its wiring.
The best you can do with the fan switch is to get the car really hot and measure the resistance across it, when it's disconnected from the rest of the circuit. You can't measure resistance of something when its in a circuit, because the rest of the circuit screws things up.
