It's normal to have some oil in the intake lines, and a little in the air filter is normal, too. No seal is perfect, so some oil blows past the seals. Also, the crankcase ventilation system pulls oily air into the intake, and some of it can move back down the line.
A little oil is OK, a lot of oil isn't. If you've got bad turbo oil seals, then chances are you're seeing oil in the exhaust in the form of blue smoke.
But if the air filter has been in there for quite a while, a little bit of oil building up over a few years looks like a lot. Clean the intake lines, replace your air filter, and check again in a week or so. If you've got a lot of oil buildup, then start to worry. Little or no oil in a few weeks, and it's just the normal oily system.
With the turbo noise - is it the turbo you hear, or something else? I'd expect the turbo to spool up just as much in 3rd gear as in 1st or 2nd. Also, it's never a good idea to get your turbo cooking too fast with a cold engine. Keep the revs down until the temp gauge at least moves off the pin.
If the turbo is the one making the noise, that implies worn bearings, which isn't the same as bad seals. Pull the air intake line off the turbo and spin the impeller with your finger. It should spin freely and not hit the housing. Grab the impeller shaft and see if there is any side-to-side play. You shouldn't feel any. If you do, then assume the turbo will need a rebuild.
