It looks just like a brake bleeder a friend of mine built. He used a pump-type garden sprayer, some hose, a reservoir cap, and a pressure gauge. A few common fittings from the autoparts store, and it's good to go. Works great - in fact, it's being borrowed by one or another person at work most all the time.
You could probably build one yourself for about $25-30, depending on how cheap you can get a gauge, if you can find a cap from a junker, and if the local Home Despot is having a sale on garden sprayers.
The homemade tool worked fine for me, so I assume this one wouldn't be any different.
