Adding an enclosure would be no easy task, however, any just could necessitate taking apart the entire dash (and I don't mean just the top). However, one option which I may try later is to buy those foam baskets (think they are made by XTC?) sold at Crutchfield, that just press into the hole and completely surround the back of the speaker. Primarily intended for doors or trunks to protect against moisture, but may help somewhat to get more bass out of your 4". It still won't be much, due to the cone size as Robert Kaplan says. You could make the foam stiffer and more of a real enclosure by spray painting it, though I don't know how well the paint will stick or whether the foam can take it long-term.

Another problem is that most 4" speakers have a very high natural resonance frequency (Fs). Below Fs, the output of any woofer drops off quite rapidly. In a sealed enclosure, it begins to drop off even above Fs. My 4" Audax have an Fs of 120 Hz, so will not be putting out much below that no matter what I do. Some 4" I have seen with an Fs of as low as 80 Hz, but that's about the lowest.

To get midbass up front, the best option really is to find out a way to mount a 6.5" or 8" woofer somewhere up front, be it in the doors, center console, glovebox, under the seats, whatever... For me, all that custom work is too much trouble for the minor response anomaly it would fix.
