I've always had good luck with Vredestine snow tires - I used to run the exclusively until I went to Gislaved. The Vred's were good in snow, decently grippy in the dry, and were cheap. The main drawbacks were fast tread wear and a little more sidewall flex than I'd like. But Cheap really helped.
I'm not too worried about the speed rating. When I run snow tires, I keep my speeds down. That's not because I'm anywhere near the speed rating, but because a good snow tire tends to have a blocky tread design, and high speed handling isn't a snow tires' forte.
I do recommend the same tire all the way around, or at least snow tires on all four corners. Keeping tires with about the same grip front and back is very important. Yes, you can accelerate fine with snows on the back, but that's where trouble starts - turning and stopping now become factors. If the rears have less grip, you can easily lose it on turns or spin out while stopping.
Front end damage is always much more expensive than tires. Go with the same ones all the way 'round.
