Chances are pretty good that the rod hasn't shortened up all by itself. So if you used to have full boost, and aren't now, the task is to find out why and fix it. If you're cold, turning up the furnace isn't the solution if the problem is that a window is open.
Make sure you have no vacuum leaks, and that your timing is right on. Replace the spark plugs if old, and make sure they're the right kind, and gapped properly. Are you stuck at base boost, or just not hitting the red? If stuck in base boost, check back in the innumerable posts on the subject. If you get more than base boost but don't hit the red, make sure the APC isn't cutting you back for the right reasons- namely, the engine is knocking. Run higher octane fuel if you aren't already running 93 or 94. Check those spark plugs for lean running (and make sure that timing is spot on).
If all that checks out, you can wire 12 volts to the APC solenoid all the time, and see if you get full boost - if you do, then you know the APC system is cutting you back. If you don't, put a clamp on the hose from the APC solenoid to the wastegate actuator, and VERY CAREFULLY drive the car. You should get boost well into the red - AGAIN - LIGHT FOOT!. If you get well into the red, the wastegate actuator is probably OK, and you may have a bad APC solenoid.
Again, find out why your boost is low before you make adjustments.
