That extra capability isn't available. I was at a technical seminar Saab was hosting, the the Tech 2 tool came up. There are generic OBD II tools out there - Snap On sells them, for one. The OBD II standard has a set of commands and capability, and that is all that the aftermarket tools support - nothing more. The OBD II standard allows a manufacturer to add a lot more capbility, and Saab has done so. The aftermarket manufacturers don't support that capability - the databases for all the cars that do this would be enormous and very hard to keep track of. Saab hasn't made that information available.
If someone could get their hands on a Tech 2 tool, and hook a bus analyzer up to it when it's communicating with an engine, and run through all the capability, then they could reverse-engineer it. No-one has done that to this point that I know of. But it is possible.
