First off, the fan does run at high, so the motor is probably fine.
In non-ACC cars, there is the old 4-position switch. The switch is connected to a resistor pack (no transistor). At position 1, the most resisitance is connected between the motor and the power, so the motor is slow. As you turn the switch towards 4, less resistance is in series with the motor, so it runs faster. At setting 4, there is no resistance, and the fan runs full speed.
If there is a break in the resistor pack, there is no power getting to the fan in positions 1,2,and 3, so the fan won't run. Set it to 4, and the switch connects power directly to the fan, and it runs. So the problem is the resistor pack.
OK, so why won't the AC work? The A/C relay gets a signal that the fan is switched on. It gets this signal by looking at the voltage at the fan position 1. If you set the fan switch to position 1, you get power on that pin, the fan sees power through the resistor and runs slow, and the A/C relay gets power and pulls in.
When you turn the switch to position 2, power is connected to 2. The fan sees a little less resistance and runs faster, and the A/C relay sees voltage through the resistor between positions 1 and 2.
If the resistor between position 3 and the fan is blown out, power never gets to the fan in positions 1,2, and 3. But if you turn the switch to 1, 2, or 3, power makes it to the A/C relay, and the A/C compressor clutch kicks in. When you put the switch to position 4, the fan is powered and runs. But since the resistor is blown out, no power makes it to the A/C relay, and it won't pull in the clutch.
FIx the resistor pack, and all will be well.
