This is a common fault with the blower motor controller. If you have a manual blower switch, or early climate control (no "Off" button), the controller contains a resistor pack that can fail and cause this problem. A new controller will fix it, but it can also be repaired with a new resistor pack.
If you have later climate control with the "Off" button, the controller contains a transistor that can fail and cause the same symptom. Again, the controller can be replaced or repaired with a new transistor.

It all depends whether you are happy to try a repair, or know someone who is. I understand repair is substantially cheaper than replacement.
