Cooling problems... Am I on the right path?

I have a 93 9000 cs 5spd. A few weeks ago I noticed that the cooling fan was not coming on when the temp gauge reached the 2/3 mark. I immediately started checking this bb for solutions and got what I thought was a thorough education on the 9k cooling system. So this past weekend I dove in and replaced the thermostat (82), the thermo sensor switch (82), as well as a backflush tee, used the prestone super flush and refilled with MB coolant. I know that the relays and fuses for both speeds are good.(I can cross the wires at the thermo sensor switch and the fan comes on) and I tested the old thermostat to make sure that it was not the culprit. When I am driving on the highway and city streets the temp gauge stays right around 9 o'clock, it is only when I idle that the temp creeps up. If my thinking is correct, this tells me that I am getting some cooling of the system from ram air while driving and that coolant is circulating throughout the engine. the top hose to the rad gets very hot as well as that side of the radiator. I checked the other side down by the thermoswitch and can keep my hand on the radiator (its hot but not as hot as the other side). Could I have a cold spot on the rad that is inhibiting the thermo switch form closing and does anyone know how I can test this theory. Also if I do need a new rad is this a simple DIY job.
