'93 CSE ACC ECU

Greetings,
I have a '93 9000 CSE and am seeking opinions on the following problem: got into the car after work, started the engine. After about 5 seconds the various LED's on the climate control panel blinked, then the temperature setting went to "HI" and the fan came on full speed. I cannot get it to change from that setting. Of the two types of ECU's used in this model year, I believe I have the "ACC2" type. The built-in diagnostic will run through its tests apparently successfully and display "0" faults found, and then the unit goes back to full fan and heat (which, in the 90+ degree weather we have right now, is NO FUN.)
I tried cycling the power to the ECU by removing the two fuses (#1 and #17) from the fuse panel (is that sufficient, or do I need to remove the battery cable?) and that had no effect on the problem.
Do I need a new ECU unit, or could it be intermittent wiring?
Just wondering if there was anyone out there with experience with this sort of problem. Thanks.
