When I've done the upper torque arm mounts, I was able to use the same bushings in both mounts - the diameter should be identical. I got four bushings as I was doing two car's worth, and not only were the bushings all identical, they all fit.
Now, nobody said they fit easily. It is an interference fit, and if a bushing starts to go in cocked, it will bind. Following the recommendations of others, I reduced the outside diameter of the bushings slightly - probably no more than a few thousands. I did this by putting a shaft through the center of the bushing and sticking it in a drill, and grabbing the outside of the bushing with some 400 grit wet/dry sandpaper (WET). Use a glove, as things get hot. This smoothed the surface more than make it significantly smaller. I then stuck the bushings in the freezer overnight, as cold shrinks them - again, slightly.
Even if there were a few thousandths of an inch of play in the bushing, it's no big deal. It isn't going anywhere.
As to vibration, I think it depends on the car. The two cars were identical - both 88 9000Ts with VIN's within a few thousand of each other, but very different lives. In one, stiff bushings in both mounts felt just fine - very little vibration. In the other, two stiff bushings made the steering wheel look like a paint shaker at idle. I went to one stiff and one sloppy bushing, and all was well.
