Half-yellow is base boost. There are a bunch of reasons why you'd be stuck at base boost. Be assured, though, that most of them don't directly involve the turbo.

Try the simple stuff first. You get base boost when the APC solenoid, mounted on the radiator, is DE-ENGERGIZED. So anything that interrupts the power to the solenoid will do it. First off, with the car running but at idle, pull the connector off the solenoid and measure between the pins - you should get 12 volts or so. If not, start tracing the wiring. Of course, do the simple stuff - make sure no hoses have fallen off.

With the car cold, reach under the turbo and feel for the wastegate actuator linkage. This is a rod from the wastegate actuator to a link on the turbocharger. The rod should be able to be moved along it's length - not a lot, about 1/4 to 1/2 inch, but it should move. Make sure it didn't get hug up on something. It's possible it worked fine for a little while, then got stuck.

This is just a start - there are many things that can go into being stuck in base boost. My guess is it's wire that fell off or a binding rod.
