emergency brake problems

i recently replaced front rotors, brake pads for four wheels, and rebuilt front calipers. later that day i noticed that the hand brake gave no resistance to being pulled and did nothing to prevent the car from rolling. i took my 91 9000t back to the brake repair shop the next day and they 'fixed' the problem no charge.
what the 'technician' had done was to pry off the small panel that slips over the brake lever (instead of simply removing the little bolt that holds it in place) then put many turns on the 17mm nuts at the end of the brake cables. operating the lever now took a slight exertion so the guy says its fixed, i'm satisfied, and drive away.
then at my home i park on a slight incline, throw the hand brake, and find myself rolling still. i have since removed the little covering, loosened those nuts and given them an even number of turns (the lever was pulled badly to one side after the adjustments made at the brake repair shop), and replaced the cover properly.
i've lost confidence in the quality of work at this shop, and i would sooner pay someone else to handle their goof-ups than to give them another opportunity to play mechanic. my guess is that the rear brakes are actually not working at all, and, while i would not notice this while driving around, such would be obvious with the handbreak.
any ideas / advice appreciated. and if this goes on much longer i do have a good resource for Saab work. thanks in advance.
