I have a 88 9000T with the Bosch Fog lamps and replaced 4 lights in a 2yr period for broken lenses. I finally got tired of replacing them every time I hit a jackrabbit so I took them off my car. The last 2 replacements I found at a Nissan dealer for $30 USD instead of the $60 Saab was asking (Nissan p/n 99990-0093401). I always used the fog lights as auxiliary driving lights when driving rural roads at night. I really don't know the difference is between fog lights and driving lights. The H-3 bulb can be purchased in wattages from 35W to 135W in about 8 steps, so buy a 100W or a 135W bulb if you want more power. Try eEuroparts.com for a $45 repl.
