The light says cruise is switched on, but doesn't mean it is activated (i.e. set and controlling the throttle). However, I didn't know there *was* a cruise light on the '87. Then again, cruise didn't work on my '87 anyway. However, it did work on my '90 and there was no light (pretty sure it wasn't shown in the handbook either). My '96 has a light.
You've probably checked these, but things that come to mind are the switches on the stalk, the brake and clutch pedal switches and the vacuum pipe from the actuator (don't know where it is, though).
