Vent temps should be 48-50F (which is cold) even on a hot day. There is something else wrong, though I am sure that is not what you wanted to hear.
Check 2 things. First, on a hot day, feel the ac lines near the compressor. The big one should be really cold and there should be water dripping off it. The small one should be really hot, like don't want to touch it hot. If that is the case and the air is not cool, then you probably have an air mixture problem. The thing to check would be the air mixture flap which is part of the blower box.
If the ac lines are not sufficiently cold and hot, then you have a problem in the ac. In light of all the work you have done, I would suspect either an undercharge or overcharge of r134a.
Can you provide an exact list of what has been replaced?
