Don't know if there is a balance chain in MY 91 engine. The Woodruff key drives the timing chain sprocket, the balance chain sprocket and the crank pulley through the 1/8" protrusion through shear. You'd notice that the crank pulley rides the fat part of the key. However, on the other side of the key, it engages the timing chain sprocket through the tip of the crescent shaped key. It doesn't take that much for the timing chain sprocket to slip with respect to the crank. When that happens, it is as if your timing chain breaks. Because the damege is the same, bent valves. Ask me how I know.
Make sure the key engages with the timing chain sprocket with as much metal area as possible. And most of all, tighten the crank pulley to spec. It is 129 ft-lbs for MY 94. Check the torque value for your MY. A loose crank pulley bolt means the pulley and the two sprockets can walk on the crank shaft. And you know what's going to happen when the timing chain sprocket walks off to the tip of the Woodruff key with the engine running.
