A few questions, first-
Does the fan change speeds? Does the airflow increase any at all when the fan speeds up?
Which vents? Are just the dash vents slow, or all (floor, defrost, etc). If you select between dash and defrost, does the airflow change?
Obviously, if the fan isn't blowing or changing speeds, that would affect airflow. There is also a mechanism to select which vents are used - dash or defrost, for example. If that mechanism is screwed up, it could be that it's stuck 'between' settings. Do you have a manual or automatic (ACC) climate control?
Of course, it never hurts to check the air intake. On the right side of the car (passenger side, left-hand drive models), at the base of the windshield there is a horizontal plastic cover. Pull it off. Under that, in a plastic compartment is the pollen filter. Make sure the area isn't clogged with leaves, or that the pollen filter isn't so crudded up that air can't get through.
