General steering / suspension tuning approach

I welcome any and all input to this question.

My 93 (new to me) has 175k miles and the suspension and steering seem tired. Lots of body lean, in corners and in steering maneuvers, and overall steering feel rather numb. Has stock wheels and 205/55 ZR Bridgestone RE71 tires (mine, only 1 year old, don't like them much though). No idea how old the shocks and springs are, I will try to find out from the dealer that serviced the car, but may not be able to get this info. I already had the outer tie rods replaced, helped steering feel a bit.

I have a feeling the rear shocks are toast - or maybe the springs. How to know? Do springs start to get sloppy well before they start to sag? Rear sway bar bushings look bad, ditto for the bar itself, so am thinking of just replacing it with SAS kit (both front and rear). I'm guessing front suspension bushings (control arm, sway bar, etc.) are in need of replacement. How to know what to do? I don't have the time or money to just replace everything except springs and be done with it.

I guess the "best" upgrade is plus 1 or plus 2 wheels / tires. This is a little pricey, but I may do it anyway, and if so this should probably be done first? Then sway bars (f&r) and bushings (f&r)? Then rear shocks if necessary? The front shocks if necessary?

How have others decided what to do and when? Suspension tuning is fun and yields a great improvement in the fun-to-drive dept., but it is NOT cheap and seems like mostly guess work. Thanks in advance.
