I suspect your problem is the fan relay. Fuse 6 drives the relay, fuse 7 drives the fan. Of course, the fan wiring depends on year - what year is your car? (that info always helps troubleshooting, also, engine size, turbo or not, etc.)
The fan relay has a timer function in it to keep the relay pulled in even after the ignition goes off to allow cool-down. This is a trouble spot, as the relay can fail closed. I suspect the electronics in the relay has gone bye-bye, and clicks on when it first sees power, independent of the switch in the radiator. Removing power resets the relay.
That brings up another question - did you turn on the car, then remove the battery cable with the car on? (That's how I read your post) - was the engine running? You should NEVER disconnect the battery with the power ON, and Double NEVER disconnect the battery with the engine running.
Check the townsend site (http://www.townsendimports.com) about a fix to replace the time delay fan relay with a standard relay.
