As the fuel is lowered by engine thirst the filler cap lets in outside air to prevent a low pressure situation which could cause difficulties. The cap prevents escape of the fumes and air as it finds its way up the the charcoal canister for absorption and later purging into the intake system. The triangle of combustion is 2 parts complete with fuel and oxygen/air. There is a difference in your tanks if the heater (failing device) is submerged which would bring the fuel to a boil with vapors bubbling up into the void at the top of the tank.
From the picture of the melted plastic the heat may have been generated at this spot by a loose or ohmic connection which spiraled up to critical enough heat to do damage. Also possible heat came from a cooking winding just inside the block of plastic. Fuel tank work kills and or burns a lot of people each year. Take EVERY precaution.
