I agree about the lights. My cars are older and don't have the DRL option - so I just leave the headlights on all the time. Nobody's going to be 'blinded' by 9000 headlights in broad daylight. I can see no downside with being seen.
The tail light grounds are right at the back by the light clusters. There is a plastic cover over the back of the light cluster accessable via the trunk - it's how you change tail light bulbs. You'll see a wiring harness coming off the cluster, and at least one black wire will tie to a chassis bolt right below the cluster. You may have to peel the trunk carpeting back a little to see it. On some cars I've actually soldered an addition thick wire onto the ground plane of the light cluster circuit board and tied it to ground.
If the problem has just cropped up, chances are you can fix it with a little R&R. Follow the black wire down to the chassis. Remove the nut, and brighten up all the surfaces with some fine sandpaper or some Scotchbrite. Make sure all the dust is off the connections, and bolt it back down. Next, One At A Time remove each tail light bulb, and clean up the contacts with the sandpaper or Scotchbrite. I say one at a time so you don't end up putting the wrong bulb into a socket. Do this for both tail light clusters.
There may be some spray contact cleaners you can use, but I recommend the good old mechanical cleaning mentioned above.
